The operator of a facility that produced during the previous year Unscheduled Discrete Organic Chemicals (UDOCs) exceeding 200 tonnes or a particular UDOC that contained one or more of the elements phosphorus, sulphur or fluorine (PSF-chemical) exceeding 30 tonnes are required to submit notifications to the Director-General of Trade and Industry ("the Director"). The notifications should be submitted to the Director not later than 31 January immediately following the previous year; or by the date specified by the Director in circulars.

The notification could be sent to the Department in person, by post or by electronic means. For notification to be sent by electronic means, the operator may send the notification to cwc@tid.gov.hk, using a valid organisational "e-Cert" issued by approved Certification Authority.
