Annual Reports on Schedule 1 Chemicals
An operator who has been granted a permit ("permit holder") to produce, acquire, retain, use and/or transfer Schedule 1 chemicals (pdf format) is required to submit the following annual reports to the Director-General of Trade and Industry ("the Director") -
Past activities at the facility during the previous year (Form S1-1)
Transfer/import/export of each chemical during the previous year (Form S1-2)
Information on production, consumption and storage each Schedule 1 chemical in the previous year should be made on Form S1-1 for submission to the Director not later than 15 January immediately after the end of that previous year in which the activities took place.
Additional details are required if the permit holder was also involved in transfers of Schedule 1 chemicals to other facilities located either in HKSAR or in the Mainland China and/or imports/exports of Schedule 1 chemicals to other CWC state parties in that previous year. Permit holder should submit these additional details, if applicable, by completing Form S1-2. This form should be submitted to the Director together with Form S1-1, not later than 15 January immediately after the end of that previous year in which the transfer, import or export took place.
(Note: imports from or exports to the Mainland China are regarded as transfers and not import/export for the purpose of this report)
Anticipated activities at the facility for the coming year (Form S1-3)
This report requires information regarding anticipated production of each Schedule 1 chemical at the facility in the next year. Such report should be made on Form S1-3 for submission to the Director not later than 31 July immediately before the beginning of the next year.
