Schedule 2 Chemicals

Annual Report on Schedule 2 Chemicals

An operator who has been granted a permit to produce, process and consume Schedule 2 chemicals (pdf format) at the facility ("permit holder"), is required to submit the following annual reports to the Director-General of Trade and Industry ("the Director") -

  1. Past activities at each plant of a facility during the previous year (Form S2-1)

This report should be submitted by a permit holder with one or more of the plants in his facility that produced, processed or consumed a Schedule 2 chemical in excess of the applicable threshold quantity in the previous year. Separate Form S2-1 should be used for each Schedule 2 plant of the facility. This report should provide information on production, processing and consumption of Schedule 2 chemicals in each plant. It should be submitted to the Director, together with Form S2-2 [see (ii) below], not later than 15 January immediately after the end of that previous year in which the activities took place.

  1. Purposes for production, processing and consumption of each chemical during the previous year (Form S2-2)

A permit holder is also required to provide annual report on the purposes of each Schedule 2 chemical produced, processed, consumed, and the details of each Schedule 2 chemical transferred and exported from the facility in the previous year. Such information should be provided on Form S2-2. This report should be submitted to the Director, together with Form S2-1 [see (i) above], not later than 15 January  immediately after the end of that previous year in which the activities took place.

  1. Anticipated activities at each plant of a facility for the coming year (Form S2-3)

This report should be submitted by a permit holder who anticipates that one or more of the plants of his facility will produce, process or consume a Schedule 2 chemical in excess of the applicable threshold quantity in the next year. Separate Form S2-3 should be used in respect of each Schedule 2 plant of the facility. This report should be submitted to the Director, together with Form S2-4 [see (iv) below], not later than 31 July immediately before the beginning of the next year.

  1. Purposes for production, processing and consumption of each chemical for the coming year (Form S2-4)          

    A permit holder is also required to provide information regarding the purpose of each Schedule 2 chemical anticipated to be produced, processed, consumed and details of each Schedule 2 chemical transferred and exported from the facility in the next year. Such information should be provided on Form S2-4. This report should be submitted to the Director, together with Form S2-3 [see (iii) above], not later than 31 July immediately before the beginning of the next year.
